Content of the Action Plan
The Action Plan strengthens the monitoring of the implementation of rights in Finland, thus supporting knowledge-based decision-making and the assessment of fundamental and human rights impacts.
As part of the Action Plan, fundamental and human rights indicators have been developed, which provide a new tool for monitoring the implementation of fundamental and human rights both in the short and long term. The indicators can be found in the Annex to the Action Plan as from page 30.
Preparation of the Action Plan
The preparation of the Action Plan has been guided by the fundamental and human rights network set up by the Ministry of Justice.
In addition to the officials of the Ministry of Justice, the preparatory work was carried out by an expert working group appointed to support the preparation of the Action Plan. Members of the working group were representatives from the Ministry for Foreign Affairs, the Human Rights Centre, the National Institute for Health and Welfare and the Office of the Non-Discrimination Ombudsman.
Broad-based cooperation has been carried out in the preparation of the Action Plan and in the selection of indicators, in consultation with stakeholders, taking into account in particular the outlines of the Government Programme and the recommendations made to Finland by the monitoring bodies of international human rights treaties.
